Locke, L.F., Spirduso, W.W., & Silverman, S.J. (2007). Proposals that work: A guide for planning dissertations and grant proposals, 5th edition. Thousand Oaks, CA: Sage Publications.
This book is about the actual writing of a proposal: What are its general components? What does it contain? What are some common problems in developing a proposal? Good overview resource. Not detailed like others we will share on, for example, how to write a literature review.

Silvia,P.J. (2007). How to write a lot: A guide to productive academic writing. New York: American Psychological Association.

Single, P.B. (2010). Demystifying Dissertation Writing: A streamlined process from choice of topic to final text. Sterling, VA: Stylus Publications.
This is a valuable how-to book on writing a dissertation. Not only does it include strategies for writing the proposal but also adds many of the other components to think about as you approach your dissertation, like finding an advisor, using a citation management system and organizing your work space. Excellent resource.
